Crossrail

On October 5 2007, Prime Minister Gordon Brown gave the go-ahead to Crossrail, London’s new east-west railway link. We worked with the Corporation of London and London First to actively support the lobbying of Government to ensure that Crossrail was approved. This will safeguard fast access and increased transport capacity to the heart of the City. Our efforts also helped ensure that a high capacity, high quality Crossrail station was agreed for Broadgate. British Land's Head of Planning and Environment, gave evidence at the hearing of the Crossrail Select Committee of MPs in parliament in June 2007. We also commissioned two expert witnesses to help make the case for improvements to the entry and exit facilities for passengers using the east-west London rail link at Liverpool Street. It has been agreed that a new ticket hall will be provided, the number of turnstiles will be increased and the existing ticket hall will be expanded to accommodate the expected growth of passengers. The new Crossrail station for Broadgate will service more than 35,000 people who will be working at Broadgate from 2010 and the many more in the surrounding areas of the City.

For decades the idea of Crossrail - a major new railway link connecting central London, the City and Canary Wharf to Heathrow and to commuter areas east and west of the capital - has been a long-held dream for business and Londoners alike. I am pleased to be able to confirm to you all today that we have now reached final agreement on the funding that is needed.

Crossrail is scheduled to be operational in 2017 and is expected to deliver significant economic and environmental benefits for London:

  • Enabling the extra 600,000 journeys per day that are expected to be made by 2016
  • Increasing UK GDP by up to £67 billion over 60 years
  • Providing as many as 14,000 new jobs at the peak of the project
  • Cutting journey times, for instance, Heathrow to Broadgate in just 36 mins
  • Providing a 21% increase in rail capacity to the City.

The Highways Agency agreement

British Land is working with the Highways Agency on a pioneering agreement to deliver a consistent approach to transport on all of our developments. This will promote sustainable development and regeneration whilst furthering best practice in sustainable transport and travel patterns. It will also facilitate the planning process. We hope to formalise the agreement during 2008, implementing it on all new major developments.

The draft agreement provides guidance at key stages of development:

  • Development allocation: including identifying key elements of applicable planning policy, such as Regional Transport Strategies, local development frameworks, policy advice notes and Planning Policy Statements.
  • Pre-application: for instance establishing the processes for implementing sustainable transport measures, monitoring and review, and agreeing an approach to stakeholder consultation on transport issues in consultation with the local planning authority and other parties.
  • Post-consent: for example developing an agreed approach for implementing and monitoring British Land’s Travel Plans, as well as for engaging with potential occupiers to encourage maximum occupier support for sustainable travel options.

Further opportunities for British Land and the Highways Agency to work together include development of area travel plans for the River Don District in Sheffield.

 

At our properties

 

Our office estates at Broadgate and Regent's Place are served by major transport interchanges, with mainline train services, underground lines and bus stations within a ten minute walk.

 

Meadowhall Shopping Centre has its own on-site heavy rail, light rail and bus interchange. There are 120 buses per hour, 400 trains per day and a supertram from the Centre every 10 minutes.

 

Plans for an extension to Fort Kinnaird Shopping Park include new bus stops and improvements to the bus service. A new cycle route would also be created and over 100 cycle spaces provided.
